Ruben Abrica came to East Palo Alto in 1979 and helped lead the movement to incorporate the city, serving on its first City Council from 1983 to 1988 and helping pass its landmark Rent Stabilization Law. Born in Jalisco, Mexico and raised in Tijuana, he built a career in education and community organizing that led him to become East Palo Alto's first Latino Mayor in 2006, a role he has held several times since. Today, as Vice Mayor, he continues that decades-long commitment to housing rights, education equity, and community health across the city he helped found.
